hey i know its a noob question but i rather ask experience ppl instead. i have 1995 civic dx coupe. i wanna swap it for a more powerful engine. i was thinking b16a. would it be B.A.R.D legal CA?

if the engine came out of a car that is the same year or newer than your car, its usdm, it has all of the emissions equipment out of the donor car and is not a stolen engine then you will have zero problems getting it BAR'd. if its a jdm engine that has a usdm counterpart, you can still BAR it but you have to take extra lengths to get it taken care of. if the engine was never introduced into the usdm market, no way in hell are you getting it bar'd unless you change the engine stamp and that is SUPER ILLEGAL

i used to have a BAR'd EG.. and it was rather easy, but now with the new law on motorswaps.. it makes it much harder..

The only b16 legal swap in your chassis would be from a 95 del sol VTEC. any older models are not legal, and the 99-00 Civic SI model will have to be FULLY converted to OBD2 which simply isn't worth it. You will probably have better luck finding a 95 GSR or LS swap instead. The 95 del sol VTEC isn't a common swap to come across

or if he could find a b16a3 block and slap a jdm b16 head on it.. there is no difference in the head.. the thing they wanna see is the b16a3 block stamp

Actually, they want to see the year stamp on the head... His head will need a 94 or 95 stamp to pass CA BAR

actually, i bar'd my 94 hatch.. and i had a 92 stamp

Convert it to USDM IM, ECU and Evap purge solenoid and take a crack at it. Tell them 95 del sol

del sol didnt carry the b16 until 96-97 still obd1 but they only had two models of del sol from 92-95(S and Si) in 96 they added the VTEC model which was the b16 and got rid of the fogs in from bumper.(98 never had a a b16) go GSR much easier and more fun

94-95 Del Sol DOHC VTEC was available in the states.

I have the USDM P30 OBD1 ECU and Intake Manifold on my car right now (92 Si OBD1 car)
