Attacking one person because of their actions is different from generalizing the actions of the few with those of the whole.

It is not breaking the same rule. One labels an entire group with a negative and unprovable statement. The other, depending on your point of view, is a gross overstatement, a complete lie, or a provable (in the eyes of the World Court) statement. The key difference here is the statement about "Muslims" labels an entire group, while the statement about Bush attacks a single person.
I think it is reasonable and should be maintained that you should qualify the groups you are attempting to discuss, not doing so can have very harmful, if unintended, consequences.

In the context of the rule, racial comments and sexist remarks both require a generalization be made about a group. It logically follows that the entire rule is referring to comments made about a group. No where in this rule is an individual mentioned. That is covered in the rule about insulting other members.
