    Found the problem. We had swapped in an entire 2000 Si steering column, and the ignition keyswitch harness to the fuse box is wired differently. Swapped the wires around and it started on first crank. Thanks for your help.

    I agree, use the obd1 harness and swap the dizzy plugs, injector plugs(I have RC's and did not need to change plugs), and alternator plug.     OBD2 B16a2 into 93 Si ECU- Hondata chipped P28 Should I use the 93 wire harness and re-pin the dizzy connections or swap the entire 2000si harness (ecu on) over into the 93? I think the dizzy wires are going to be the major hurdle, correct? Any help appreciated.
