89 honda civic si throttle position sensor

I just rebuit my civic motor 16v 1.6L not the v-tec and when we were putting it back the tps sensor was destroyed. I got one off a parts car and put it on when the car is cold it runs real rich (smell gas). someone told me that i will have to adjust the tps sensor to 4.6 but they never said how and what wires i will have to use to tune it. i have three wires on the tps unit red ,green, yellow & do i do it w/ engine key on and running or just key on.
