My dad's a cop here in cali. They have what looks like a fully bolted to the floor and ceiling cage, with a plexiglas shield to keep the jerks from spitting on the officers. The seats have a special crevice that allows for the detainees hands to sit behind them with out toooo much discomfort, with a seatbelt on, which I believe is a requirement. If people in the back get rowdy, my dad sometimes just brake-checks them into the cage.
