93 civic dx with mini me

i guy in my area is selling a 93 civic dx with mini me swap not running. he said he replace dizzy, wires cap rotor , fuel pump but it won't start. he said he doesn't have the vtec wires run yet would that be the reason that it won't start??
it turns over, any other things anyone can think off??

does it come with the correct ecu? make sure its for the z6 engine.
