I have a 95 Civic auto that consistently shifts late, you have to be at 70 MPH to hit 4th gear. I have checked the lock up control solenoid and it appears to be working, the resistance is correct and it activates when you hit it with 12 Volts. Does it sound like I need a new tranny?

Yes, I did check the fluid level and I changed the fluid twice. The filter to my knowledge has never been changed. I attempted to get the cover off of the tranny to access the filter, but there was not enough clearance to pull the cover off without disconnecting the tranny mount and lowering the tranny an inch or so. Is there an easier way to get the cover off to change the filter?
