If all he wants is 14 sec passes and he on a budget! Try a 75 shot of nitrous... lighter wheeles.. a good suspension and the other smaller upgrades... Cold air.. header and exhaust! If money is not an option and he had 3,000 laying around I would consider a h22. use the extra 500.0 or so on upgrades!
