97 honda not starting

I have a 97 honda civic LX that won't start. When you turn the key with the clutch in there is nothing, not even the starter kicking in. The car has power, all lights work. The starter was checked and good. I have it rigged currently to where a wire is attached to the starter where the ignition wire would normally be connected, and am jump starting the starter straight from the battery. The car will work in rigged mode or push starting. I just change the ignition switch and it didn't fix the problem. I'm open for suggestions

Did you check the starter relay?
