97 integra gsr w/ b16a3 problems

I purchased a 97 Integra GSR that had a b16a3 swapped into it, the car does not run and I have tried everything I know to get it running. The car just turns over very slowly, I have replaced the battery, starter, distributor, plugs and wires. The car is getting fuel, spark, and air but will not start, can anyone help point me in the right direction as to what the problem may be?

See if you can turn the motor by hand. I doubt it's seized, but worth checking.

Only other ideas I have are maybe a ground or are the plugs definitely on the distributor in the correct order?

you can turn it over by hand just difficult to do
I have checked, double checked, and even had someone else check to make sure the plugs are in the correct order.
I will check on the grounds though, completely spaced that
