98 Integra fuel injector problems. Help!

I have a 98 integra with a JDM b18c Motor. I have spark to the distributor. I am running a p72 ECU. The fuel pump is priming when i turn the key on and I have between 44-46psi to the fuel filter. I took the rail off and each injector and there is plenty of fuel getting to the rail but the injectors will not spray. I tested each injector and I have 12.1 ohms of resistance and about 12 volts to the hot wire and .3 volts to the common wire. I hooked up a "noid" light to the injector wire and the light does not pulse as it should. I checked grounds. all good. although there is a light green and black wire on my engine harness which i do not know where they go. so I am at a loss. any ideas or suggestions would be awesome. check your crank pos sensor, cam position sensor, make sure you are getting reference voltage and signal to and from the sensors.
