98 integra sluggish

I have a 98 integra ls that the motor went so I replaced it with a JDM. I got the error code 1337 (crank sensor) so I did the bypass trick and the code cleared. It is still sluggish. Does it sound like maybe a bad ECU? I am not getting any codes. There is a P75-A02 OBD2a ecu in it. Are there any other models I can use that are plug and play? Any ideas? I changed plugs and wires, fuel filter. Please help I need to get this car back on the road.
