99 B18B into a 97 HB: do i have the right ecu?

i just want to know if indeed I am running the right year ecu for this. i have been debating if this is what a 99B18B ECU looks like or should it be an OBD2B format ABC(i think)

please notice the format ACD!

i tried doing the 2 step i acv fix but i keep on blowing the FI fuse under the hood

what am i doing wrong. dont worry about the wiring looking bad because im tired of soldering the wires and just find that it doesnt run. by leaving the IACV wires in the stock place my car runs...not well but it runs.

remind me again:
A14 to A12 right?
leave A13 out
two wire IACV right

so why doesnt my car start when i do A14 to A12?

i notcied also that in my wiring harness in the picture A22 is the same color as that off the IACV wire.
