I just bought a short shifter for my civic. I was wondering what does it take to install it. Is it a DIY at home project, or do i have to lift it and get under ther car?

It isn't a tough task really.

I'd suggest using some Energy Shifter bushings in the installation. They really help to make the shift smoothers and firmer IMO with a short shifter.
