B16 Engine Problem

So i have a 89 honda that i put a first gen b16a into, now when it was first put in there was a power problem but besides that it ran, for the most part. It ran alright except when i was holding the rpms it sounded like it ran shitty. but i figured it was because it basically has like 3.5 " straight pipes, with a LOUD ass muffler. anywayse it has a fuel rail with adjustable feul pressure and when we first started it and ran it the pressure was like set at 60psi , and it blue mad smoke. so we cranked her down to 38psi and it seemd a little better.so i left it alone a lil while but then i noticed it began to be getting higher by it self, so i would turn it down, eventually it got back up to 60psi so i cranked it way down , and it shot up to 75psi for some odd reason and that was as low as the adjuster would go down, then my buddy tapped the pressure regulator and it went back down to 60psi, all of this soo wierd, and i dont know how these regulators work , if its a diaphram or valve or what, but now my car is running bad. and it would alwasye take like 1 or 2 tryes to start it and then it would be fine now it almost wont start without giving it gas and the after like 10 seconds it will run ok so please in anyone could help me with any of these problems it would be most appriciated. thank you
