Burnt Processor?

Compaq Presarion 2700T
known issues of heat sink lugs coming off and overheating the processor.

I don't know much about processors but this one has a black spot on it
what do you think?

i got this thing doa and was hoping to do something with it
finally found a charger for like 20 bucks shipped on ebay and plugged it in and got no sort of lights or anything

got the manual and ripped it all down and put it back together twice today
looks like a lost cause

That thing is trash.

I don't think its worth fixing at this point.
Even with everything ripped down except the charger assembly I still get no sort of activity when I plug it in. Not even a single LED so she's dead.
