B18c1 in a 94 dx coupe... I used the civic's throttle cable and my friend welded an extension to the bracket on the throttle body to allow for the longer cable...

The cable is taught and within spec but...

Will the difference in length of the cable (even though it is taught ~10mm give) have any effect on the throttle?

My problem: having to repeatedly crank the engine to start the car and sometimes having to lightly hit the pedal to get it to start up.

I thought maybe the difference in overall length of the different cables (gsr vs civic) might be responsible for this problem.

Any comments/solutions/answers? - thanks

If the cable isn't pulling on the throttle plate to the point to where it is opening it when there is no tension on it, and it is tight enough, so that it does open it when you step on the gas pedal, it is fine.
