CEL #1 - P0131 HELP!!

I've got a CEL #1 or P0131 (on the scan tool) for a low voltage o2 sensor, I've gotten it wired directly to the ecu and also changed the o2. I've resetted the ecu. But the CEL would come on and give the same code again after a few miles of driving. Is there anything else I need to check involving this code?

The samething happened on my dads car, and it turned out to be a loose connection I resolder the connections, and I have not a had a problem since the.
Another thing to consider too, is that the new O2 sensor could be bad, this happened to my roommate. He sent it back to where he bought it from and they gave him a new one, and it worked perfectly.
I will see if my dad still has the voltage specs, and if you have an electrical tester you can see what if you are getting power and what not.
