He's most likely talking about an aftermarket program on a chip that's plugged in to the ECU... replacing your stock fuel map with something else. Most people remove the stock chip, add a socket, then drop the chip into the socket. Check all the solder connections. Repair them if they look bad, or take it to someone who can do it. You might also want to find out which fuel map he's using on the chip, and get a different one if his is crappy on the idle. I know I've had no problems with the Sebring program on my CRX.
