The government isn't helping create this with the pure intention of replacing some arms of lost troops. the dod isnt' in the realm of humanitarian efforts. i see this as starting to research bionic arms, bodies, and soldiers.

give the government a need and they'll fund something for benefit.

give bill gates aids, and we'll get a cure.
