Ben Franklin created it to conserve energy. Turning my lights on from 3:30pm to midnight is not saving energy. I wake up at 7am and its fully bright already.
Lets see 7pm to 12 with lights equals 5hrs of lightbulb light with my schedule. 4pm to 12 is 8 hours of lightbulb light on this dumb schedule. Meh...
Lets move it up so the sunlight is best between 9am and 7pm at the least!! Normal business hours.
