does this test work if you have bad rings?

quote from a friend of mine:
" think you could pour a small amount of oil in the #3 cyl, and that will help seal up the rings a little better, and the compression will go up, if it is the rings. But, if its the valves, the compression shouldn't change at all."

is this an accurate check for them? does it work? etc..?

Yeah, that's a good indicator- or you could get a leakdown tester and find out where stuff is really leaking.
 
ok did the check today. it turns out that it's my ring in cyl. 3!! my C.P. went up to 260 from 115. then i kept checking that cyl.and with each test it went down about 10 psi!! i stopp'd when it was at 220 psi!!
 
It's most likely your rings then.... time for an engine rebuild.
