I have a 93 h23a1 prelude si 5 spd Manual. I believe its p14 ecu what can i do to chip it etc.

Don't get one of those trash mail-order chips. Take it to a tuner and have him put whatever he recommends on it, then dyno tune it. Anything other than having your exact car on the dyno is a waste of money that will reduce your engine's power.
