Electrical problems?

So I replaced my clutch pedal assembly, and my starter has some ground issues, not my biggest concern right now. It's a 90 crx std. When I try to start it, it just buzzes, and its not a dead battery buzz, its different, it sounds like its coming from the fuse box, but my dad said he heard it higher than that. It kick starts fine, and I drove it for about 3/4 mile with no problem. I had the battery jumped to my accord, and it still wouldn't start. Any suggestions?

Cliffs, little more info, and a bump.

Changed pedal assembly
Starter wasn't getting ground, wasn't running from frame rail to tranny
Found a jerry rigged ground, bolted it onto the starter
Start
Hooray
No start or crank
Boo
Jumped, no avail
Clicking coming from above fuse box area, Main Relay?
CEL flashes when I try to crank it
Kick start
Ran fine
Drove home, there it sits
Still won't start.

Thinkin it might be a bad main relay, or there was a question on HT, and the guy said he sanded paint down on the ground and it cranked.
