use a heat gun on the low setting or a blow drier (obviously remove it from the car). The water will evaporate, and after it does, reseal the outside with some silicone sealer or some shit, and put it back it, and make sure the gasket on the bulb is up to par. To be safe put a bead of sealant around that too, and lodge it back in. Make sure none of the sealent gets on the bulb, and make sure you don't touch the bulb.
