Fuel Injector?

Got A 88 CRX HF With A B16A2 Converted To OBD1, My Car Wont Start, I Have Spark, Fuel Pumps New, Getting Fuel To The Rail, But Injectors Wont Click On So There For No Fuel To Motor, I Turned My Key On #2 And I Put The Voltage Meter To Each Of The Injector Clips And Im Getting 12v All The Way Accros

Check all grounds and make sure they are all getting a clean ground, tranny, valve cover, ecu ground, thermostat
