GSR TPS values

I'm trying to set my TPS sensor on my 94 gsr and on my scanner with the engine off should the percentage be 0? Now it is reading 13 but is idleing ok.

It never fully closes, as without any air, it would choke and the fuel wouldn't burn. 13 sounds about right

The throttle fully closes.
The iacv supplies air when the throttle is closed.
I think the tps still sends voltage while the throttle is closed just to let the ecu know that its plugged it (theory), which is what your scanner is seeing.

Ok, should I then just make sure it is reading 100% at WOT?
