H22 Idle Going Up And Down!

Just finished the H22 swap today and I fired it up and noticed the idle going up and down. Now my first guess would be the EACV (fast idle) is bad. I just want to get a second opinion before I try and mess with it. Could there be something else that can do this? BTW, there's no exhaust on it, just downpipe so there is absolutely no back pressure.

Any info would be great.
