Help 97 civic domani conversion

sup everyone, im doing the conversion right now i got the whole civic front off im trying to put the domani headlights on but there is a bracket that blocking them from fully fitting in how do i remove it? or am i going about this all wrong? if anyone thats done the conversion can chime in that would be great

thank guys, uhh so frustrating the damn things are spot welded cant get it off.
