help with civic not starting

i've got a 91 civic hb with a b18a in it. the other day it died on me while i was driving kinda like how it would if it ran out of gas. i've put gas in it but it wouldn't start, would crank though until my battery died but wouldn't start. i've since charged up the battery, changed the fuel pump, distributer, rotor and plugs but still not starting, please any ideas
 
i resoldered the main relay and i replaced the spark plugs too but it still isn't starting. so far i've replaced the fuel pump, distributer, rotor, and spark plugs. yet i'm still no0t getting anywhere. by the way, i was driving when the car died, felt like it ran out of gas
 
check the plugs for spark and also make sure fuel is getting to the rail by opening the test port on the filter
 
how do i do the thing with the fuel rail and how do i check for spark
