hf to si

i have a 89 hf with a si engine in it.

will it pass the visual inspection? cali of course.
i have all the emision equitment etc.

I don't think it will be a problem at all, both are USDM engines from the same chassis and year right?

As long as the new motor is US spec, you are fine. It is perfectly legal to swap same spec motors into same spec cars.
