How do I upload avatars

I don't know how to shrink a pic from a URL to fit in my avatar. Can someone please help me with this. Thankyou

right click on the pic, save target as, open it up in MS paint and shrink to desired size.

While we're on the topic... anyone know why whenever I put up an animated GIF (65 k, within guidelines) it never animates?

65k is not within the guidelines. the limit is 20k.
