I Got A Wierd Problem With A D15b2 In My 91 Dx

when i start my car and let it warm up for about 10 minutes, most of the time everything is ok. but if i just start the car and drive away it feels VERY under powered. not just when its cold but also when it gets warm, for the entire duration of the trip it feels like i'm driving a geo metro. then if i let it sit and cool down completely, and come out and start it and let it warm up for 10 mins it feels strong again. but if i were to not let it cool down all the way when i go to start it again even if i let it sit and run for a min, it will still be under powered.
i hope that was not to confusing

now i have absolutely no idea what could cause this but it is getting a little bit anoying. if any one has any suggestions i would be greatful.

When the car is cold it runs rich and the timing is changed, for the safety of the motor, by the ecu.

yea but even after the car has warmed up fully it will still feel way under powered
its like it never switches out of warm up mode if the car is being driven.
if i let it warm up without being driven it will switch
but if it is driven the timing stays pulled and the car runs rich even at temp.
