I think all RX-7's are like that lol...my buddy has one and his radio is wired up with red and black wire haha! it stays on when the car is off!!! he has to shut it off manually lol

Sounds like no ignition... From the flashes of the gauges... I'd say somehow, he has an ignition signal feeding back into the harness somewhere...

Ground problems are my guess. On again/off again issues usually point to grounding problems.
