Number (31)
Based on the provisions of sectioncool: from article fifty eight of the Constitution, we decided the following:
Prohibited all individuals and companies in the private and mixed sectors to import and produce and manufacture Biological and Chemical and Nuclear Weapons, material and weapons.
The concerned Ministries and each according to its specialty must implement this edict and take what is necessary to impose the punishments on those who disobey its orders.
Written in Baghdad on the 14th Day of the month of February in the Year 2003
