I stated the flaw in the post.. The front tires are so close and so wide, that the car wouldn't be able to turn.

He could be talking about a Zonda. Zonda does make a 6 wheeler. And the "green elf" is actually the blue colored Tyrell 6 wheeler from the 60's F1 days. The car was allowed only if the front two sets of wheels were in percentage of the rear wheels. That's why the fronts were much smaller than the rear.

i thought they were banned once they saw what it can do?

i probally has rear-wheel steering, but it looks like part of the fender would be in the fan. or it can use a steering system similar to those used on purpose heavy duty off road vehicles(tanks and some constrution tractors)
