To me it looks like the green car only hit the one in front of it because he was probably 2 inches from the dude, and he hit the brakes seeing the red car coming over.
looks to me like he was trying to pass the car in front of him, either just to pass, or to try and avoid the accident from the first collision, and ran into the back of the car in front of him.
