Really you shouldn't. First you need to learn to drive and how to handle your car.
If you get a 6th gen EX then I'd say drive it for a year before you start doing any modification.
Go to the junkyard and pull out a motor from an older model civic or crx and rip it apart. Learn what the pieces are.
Get a helms manual (thick shop book) for your model car, and maybe even one for the kind of engine you pull so you can learn every last bit about honda engines before you go and bolt on some turbo and flip your car doing 85 around a turn.
Also learn to drive a manual if you don't know how already. If the civic you get is a manual then all the better, if it's an auto, take advantage of that and learn how to handle it and drive a friends or parents manual whenever they let you.
Generally people on this site are pretty responsible about not wanting to get people killed, if you want to really race, go to the tracks.
To start learning read the reference sections and the articles on this site. There is a well of knowledge at your disposal. I knew hardly nothing before joining this site, and by making responsible posts and reading what is available to me, I know about 10000% more than I did before.
