What are your goals? HP? daily drivablity? what are your mechanical skills like? The cheapest way is to just buy a stock vtec head and bolt it on with the stock block and conversion kit. But that might not meet your goals so you need to be more specific.
Stock block is ok with type r oil and water pump and gsr timing belt and the golden eagle vtec conversion kit. No drill baby... Even comes with turned down dowels so you don't have to drill ANYTHING.
