Hit up the FAQ/Reference section...there's at least 3 articles on building LS/VTEC motors in there...

Just as a general estimate around 170 crank hp, around 150 whp.

Is that more of a Honda-specific formula or a general method of estimating WHP?

Yea its generally accepted to be around 10-15 %. Most cars are different depending on the wheel and tire setup, and other things.
