need help bad.... 1998 hx wit a jdm b20b not linking to obd2 scanners

[1998 civic hx jdm b20b]

i have a 1998 civic hx wit a 96 jdm b20b running off ls ecu and my mechanic's obd2 program(auto enginuity) couldnt communicate and my actron code reader says "link error" when connected and i tested the female plug on my car and it has power, now im lost plz ne info will help me............

is the ls ecu obd2?
or obd1?
or obd0?

i was informed by the owner of hmotors and my local emmissions testing facility that if your running a jdm ecu they are not programmed to work with US tools so a US obd scanner will read "blank" as i was told. so this may be your problem if using a jdm ecu along with your motor.

x2, jdm ecus cannot be read by us scanners. my buddies dad had a $1600 scanner that could read my jdm p30 through the obd2 port, it could also start and make the windows go up and down in a mercedes too though...
