5th gens are 97+ if memory serves.....
there are several options. none of which should lead you to running a jdm p13. 113 mph speed limiters suck.
i say get a p72 obd2 gsr ecu, since it still has betterfly control.
if you go to an obd1 p72, not only will you need a conversion harness, but you will also need to re-wire the IAB's. see our 5th gen civic swap guide about putting an obd2 b18c into a 92-95 ex.
on top of all that, the p72 fuel curve is NOT meant for the h22... so you will need at the very least, a vafc and some dyno time to get your a/f right.
