Throttle cable question, B18C1 in del Sol

I bought my del Sol with a B18C1 already swapped in. I don't think the throttle cable was ever hooked up right. The throttle plate only opens about 40% with the gas pedal fully depressed. I've been driving the car around for over a year now before noticing this, but I'd like to see if I can gain any extra power by opening the full 90 degrees. Here are some pics of what I'm talking about. I have the throttle cable bracket but it's not in there right now, as it was never connected to it in the first place. The throttle cable isn't long enough to reach all the way around. Can someone tell me how this normally gets hooked up in a del Sol swap? Thanks for the help.

Edit: Also to add, the throttle cable isn't held in place by anything (like a bracket), it just runs underneath the intake manifold and through the firewall
