holy crap.. off the top of my head, maybe you have the wrong belt?
That's the only thing i can think of if your adjustment is as far as it goes.
i agree with what Z6 just said, a B18 or B16b timing belt on a B16a block will cause the tensioner to fully adjust and not take up all the extra slack that the shorter deck height allows. if you havn't loosened the bolt for the tensioner and held pressure on the crank (counterclockwise) and retightened that bolt. do so before you try counting the teeth on that belt (mark one tooth with whiteout then count them all, if it's got 124 teeth it's for a B16a.)
worst case scenario, the tensioner is fully tightened, the belt is from a B16a and there's still that much slop in the belt. the head and block may have been milled wayyyy too much. that's very unlikely, but that's about the only thing at that point that could cause that kind of slop.
