Timing Belt

On my new head that I replaced this weekend, the timing belt is a little tighter. Will this hurt anything. Some local guy said no, but my engine makes a weird winding type noise becuase the belt is so tight. Will this hurt or bend my cam gear/shaft ? Will my timing belt break sooner ?

it helps to know what kinda car or motor it is...but the whinning sound is the sound of the new timing belt...
