i just bought a b18 with turbo and they guy said that if i put 4 qts in the motor it will over fill the turbo. he told me that if i see hella oil smoke in the exsaust then i should drain some oil out of the motor is this a normal thing with turbos to run with only 2 or 3 qts?

Did the guy who told you that try to sell you some crack?
The only way your turbo will get too much oil is if it's run off of engine oil pressure with no restrictor. Also, I believe that only applies if you have a non-ball bearing turbo. Either way, you should never run your engine a quart low on oil, and only 2 quarts will cause bad things to happen. Your house will burn down, your dog will die, and your mother will be raped by a gang of unshaven illegal immigrants.
