vtec not working help

I ahve a 2000SiR witha b18c engine i just bought this car and the vtec isnt working. My speedo currently doesnt work and if its not reading the speed vtec wouldnt kick in? im just wondering if thats the problem or if it could be something else.

first fix the speedo,vtec wont work with out speedo

whats a CEL and how much does a VSS go for these days?

CEL = Check engine light

VSS = CHEAP on Ebay.

my check engine comes randomly onand my speedo isnt consistant it comes on and then goes back and forth like crazy even when the check engine lights off and the speedo is "kind of" working the vtec doesnt kick in, im assuming its still electrical?
