wastegate hookup??

so im finishing up my turbo build and im about to install everything...just not sure how to hook up the external wastegate...i dont have a boost controller right now so im wondering if i hook up the vacuum line to the bottom niple or the upper nipple and where i go from that...? appreciate the help!

upper nipple. your first priority would be to get a decent boost controller. just my .02

no i think its bottom nipple to charged tube

port on bottom/side is to vac/boost source
port on the 'cap' is for a boost controller
