I have a 96 honda civic and the engine seems to have gone out. I am looking for a D16y7 engine to replace the old one. If I can find one that is in my pric range i would like to buy a D16y8 and the ecu to got with it. My friend told me that i needed the ecu if I wanted to upgrade. Is that right?

You can run the stock Y7 computer, but VTEC will never engage.
