Everyone always doubts the serious potential of the LS, LS/Vtec would be your best route for an allmotor set up (with some extra cash b20/vtec). But the smartest choice to run low 13s is to keep the LS, pistons ($300), rods($300), resleeve it ($750), cams ($400), and a custom turbo set up ($2000), miscellaneous items ($250). That can an will get you into the low 13s reliably and cheaper than either one of the swaps you chose.
 
Definatly go with ls/vtec - you already have the ls and i beleive there is a kid running low 13's with a cheap ls/vtec setup
